  1. How to apply for participation?
  • Fill in the online application form. Print, sign and affix company stamp, and submit the original to the Construction Industry Council for creating account.
  1. How to create account for Rating Staffs and Frontline Supervisors?
  • Log in to the Recording Platform to create Rating Staffs and Frontline Supervisors account in the “Project Admin” for different projects.
  1. How to facilitate Frontline Workers to participate in the Scheme?
  • Download the project QR code in the Recording Platform, display QR code on site for frontline personnel scanning to proceed registration.
  1. How to approve safety performance record?
  • Log in to the Recording Platform, review and accept the safety performance record submitted by the Rating Staff in the “Safety Performance Record List”. The safety performance record will be approved if it is accepted by any one of the Project-In-Charge. The safety performance record will not be approved if it is rejected by any two of the Project-In-Charge.
  1. How to access the safety performance record of individual frontline personnel?
  • Log in to the Recording Platform and search the related frontline personnel in the “Frontline Supervisor List” or the “Frontline Worker List” to access the safety performance record of individual personnel.
  1. If frontline personnel did not authorise Project-In-Charge, can I access the safety performance record of a frontline personnel?
  • If frontline personnel have not authorised Project-In-Charge of the engineering project, Project-In-Charge of the engineering project can only access to safety performance record related to the engineering project. If frontline personnel authorised Project-In-Charge of the engineering project, Project-In-Charge of the engineering project access to all safety performance record under the Scheme.
  1. 7. How to handle Frontline Personnel’s comments for safety performance record?
  • Project-In-Charge can assist frontline personnel to enquire and confirm safety perform safety performance records. If dispute still exist, frontline personnel can submit appeal application in written.
Rating Staff
  1. Who can act as Rating Staff?
  • Held by Safety Supervisors and/or Registered Safety Officers under the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations. If less than 20 employees are employed under the project, the Project-In-Charge can directly appoint suitable management personnel as the Rating Staff.
  1. How to register as Rating Staff?
  • Log in to the Recording Platform upon receiving the account registration email, accept the relevant Terms and Conditions form and update password to complete registration.
  1. How to record safety performance of frontline personnel?
  • Communicate with the frontline personnel to confirm their safety performance, then log in to the platform and conduct the relevant safety performance record, along with relevant information.
  1. Is there any time limit for recording safety performance?
  • Yes, relevant safety performance record must be submitted on the platform within 7 days of the event.
  1. How to handle frontline personnel’s objections?
  • Communicate with Project-In-Charge to confirm the relevant safety performance record. If dispute still exist, frontline personnel can submit appeal application in written.
  1. How to ensure accuracy of safety performance record?
  • Safety performance record cannot be revised after submitted for approval. Rating staff can save the safety performance record as draft for vetting and then submit for approval.
  1. What information is required when creating safety performance record?
  • Construction Workers Registration Number, Construction Workers Registration Serial Number (Back of the Card), English name of the relevant Frontline Worker, and relevant supplementary documents are required for creating safety performance record for Frontline Workers.
  • Name of the relevant Frontline Supervisor, and relevant supplementary documents are required for creating safety performance record for Frontline Supervisors.
  1. How to access the approval status of safety performance record?
  • Log in to the Recording Platform and access the safety performance record and its approval status in the “Safety Performance Record List”.
Frontline Supervisor
  1. How to participate in the Scheme?
  • Log in to the Recording Platform upon receiving the account registration email, sign the digital consent form to complete registration.
  1. Is it compulsory to authorise Project-In-Charge of engineering project to access the safety performance record from other engineering projects?
  • Frontline Supervisors can decide whether to share and stop sharing their safety performance records with various engineering projects, this will not affect Rating Staff of engineering project creating safety performance record, and Project-In-Charge can access all safety performance records related to the engineering project.
  1. How to share safety performance record with Project-In-Charge of engineering project?
  • Frontline Supervisors may authorise Project-In-Charge of engineering project to access their safety performance from other projects. Frontline Supervisors can change their authorisation of each engineering project in the “Manage the Authorisation of Projects” anytime.
  1. How long will the safety performance record be retained?
  • Each safety performance record will be retained for 12 months from the date of the event.
  1. What should I do when receiving the reminder to enrol in Safety Performance Improvement Course?
  • Follow the instruction in the notification to complete the Safety Performance Improvement Course enrolment procedures in the “Safety Performance Improvement Course”.
  1. What will be the impact to my safety demerit score when I completed the Safety Performance Improvement Course?
  • The system will automatically clear the existing safety performance demerit records from the oldest to the record that incurred to 15 points.
  1. What should I do if I have objection against my safety performance record?
  • Frontline Supervisors should first communicate and confirm with Rating Staff or Project-In-Charge. If dispute still exist, Frontline Supervisors can download the “Appeal Application Form” from the Scheme website and submit the completed “Appeal Application Form” to the Construction Industry Council within 14 calendar days from the record date.
  1. Can I join the Scheme again after withdrawal?
  • Yes. Frontline Supervisors can register again and accept the relevant “Terms and Conditions”, Safety performance records within the retention period will be accessible to authorised Project-In-Charge again, and the records will be calculated cumulatively.
Frontline Worker
  1. How to participate in the Scheme?
  • Scan the project QR code on site or enter the Scheme website to register, insert the verification code in the SMS received, then sign the Scheme Digital Consent and accept the relevant Terms and Conditions to complete registration.
  1. Is it compulsory to authorise Project-In-Charge of engineering project to access the safety performance record from other engineering projects?
  • Frontline Workers can decide whether to share and stop sharing their safety performance records with various engineering projects, this will not affect Rating Staff of engineering project creating safety performance record, and Project-In-Charge can access all safety performance records related to the engineering project.
